time dollars will fund it, including a whistle campaign whereby community members alert each other and the police to crimes in progress. Woo's office distributed more than 500 metal whistles at a community forum April 6 in Silver Lake.

Store front community center will service as police "outpost" and forum for watch meetings. Through the joint efforts of Woo's office, the Silver Lake Merchants Association and Northeast division of the Los Angeles Police Department, a community center with a visible location on Hyperion Avenue will soon be acquired. National Gay Rights Advocates and the American Civil Liberties Union of San Diego filed a brief on behalf of Barlow addressing issues of HIV testing and AIDS transmissibility. Barlow is represented by Peter J. Hughes, a San Diego attorney specializing in criminal defense law. NGRA's brief was written by San Francisco attorney Mark Vermeulen, with assistance from Thomas Homan, an attorney in San Diego.

Police report requested. "I recognize that the police department has a tough job and is trying to deal with a wide range of issues," Woo said. "I am requesting the police department to prepare a report outlining specific efforts they have made in the gay and lesbian community."

City attorney task force to investigate and document all cases of gay bashing. Woo introduced a motion on Tuesday, April 21 that requires the City Attorney to set up this internal task force. The police department will be asked to join in these efforts.

Motion asking city attorney to strengthen AIDS anti-discrimination ordinance. This will deter AIDS-related bashing by adding stronger civil or criminal penalties to those who assault an individual because of their physical or mental condition.

Joining Woo at the news conference were: representatives from the City Attorney's office; Paul Self, Stonewall Gay and Lesbian Democratic Club; Lisa Schuman and Tom Coleman, Gay and Lesbian Community Services Center; Ken Erickson, Wuzzy Spaulding, Harvey Milk Gay and Lesbian Democratic Club; Larry Loyd, Silver Lake Merchants Association; and John Brown, Sunset Junction Neighborhood Alliance.

AIDS Confidentiality Upheld In Ruling

In a major victory for people with AIDS, the California 4th District Court of Appeals

unanimously held that the results of AIDS antibody tests cannot be disclosed under any circumstances without the subject's consent. This ruling comes in San Diego County v. Brian Barlow, a case pursued by National Gay Rights Advocates, a public interest law firm. Barlow stands accused of biting two police officers at the 1986 San Diego Gay Pride march. The state forcibly drew Barlow's blood and sought to test it for AIDS antibodies to determine whether to charge Barlow with attempted murder.

"The prosecution's desire to test Barlow was a product of prejudice, not logic. I doubt that they would have been so insistent if he were a 220-pound ex-linebacker wrestled to the ground at a bank heist. The irony is that not all people at gay pride marches are gay, and only a small percentage of gay people have AIDS. Anyone can have AIDS and that's a reality we must all begin to accept," commented Jean O'Leary, National Gay Rights Advocates Executive Director.

"The broader significance of the court's ruling seems clear: hysteria is never an excuse to trample on individual rights and AIDS hysteria is no exception. There are laws that protect people with AIDS and there are courts to uphold those laws-whether in the face of an inflammatory state prosecu-

Bureau Training

The Lesbian/Gay Rights Chapter of the American Civil Liberties Union (LGRC/ACLU) is offering speakers bureau training in two two-hour sessions in mid-May. After the speakers are trained, they will then speak at various gayand non-gay-oriented community organizations about the LGRC and civil rights.

Phil Sheley, the chair of the LGRC Speakers Bureau Committee, said that those who attend the two sessions will be trained in speaking techniques and completely versed in the Bill of Rights. In addition, all past, present, and future ACLU litigation dealing with lesbians, gay men, and persons with AIDS will also be discussed. "The Lesbian/Gay Rights Chapter of the American Civil Liberties Union has continually supported our gay brothers and lesbian sisters. It is time for the community to hear the message," Sheley emphasized.

The LGRC/ACLU's primary function is to raise money for ACLU Staff Attorney Susan McGreivy who handles many of the discrimination cases for the lesbian, gay, and AIDS communities.

To register for this free training program and to obtain additional information, call (213) H-O-M-O-S-E-X 24-hours a day and leave a message for Phil Sheley.

Jungle' Party A Roaring Success

Jungle, A Dance Adventure, was a riproaring success and the diverse crowd of over 600 men and women danced their hearts out to the sensational musical program of DJ Teddy Cleveland. It is interesting to note that the absence of alcohol did not seem to matter to this extremely healthy, attractive and energetic crowd. This party was living proof that good times can be had without drugs and alcohol. As early as 8:45, dancers, many of them in outrageous costumes, began filling the huge floor of the Ukrainian Culture Center and by 10 o'clock, over 600 people had arrived, showing their support for the Van Ness Recovery House. Exciting performances by Steven PaulPerry, Pattie Brooks and the erotic male dancers kept the intensity at a fever pitch. It seemed that attitudes were left at the front door and the sociable crowd was intent on having a fantastic time! Except for a minor problem with the sound system, all aspects of the Jungle party came off very well. From the 20-foot-tall model of King Kong to the statues of tribal warriors and wild beasts, Jungle helped raise money for a worthy cause and allowed over 600 happy people to have a damn good time. Tarzan would have been proud!
